Quantitative evaluation of China’s shipping decarbonization policies: The PMC-Index approach

چکیده
In the past few decades, ship-source GHG emissions have increased significantly. As a large country with massive shipping activities, China has issued number of governmental policies aim promoting decarbonization and achieving green shipping. This study adopts Policy Modeling Consistency Index (PMC-Index) approach to quantitatively evaluate 15 representative that are dealing affairs different extents in China. The results show there exists an overall good policy consistency average PMC index scoring 6.26, but all studied certain aspects be further improved. By reviewing these policies, it reveals more emphasis been placed by Chinese government on development application clean energy, coordination between port industries, governance mechanism for decarbonisation issues. addition, two implications draw policy-makers
